SUMMARY OF DUTIES:

SUMMARY OF DUTIES:

Provide excellent customer service in an efficient and timely manner. Guide customers through the steps of the interchange process, troubleshooting issues, respond to questions, emails, and phone calls.

DESCRIPTION OF WORK: 

• Communicate with customers, shipping lines, trucking companies, stevedores, US Customs, US Agriculture, and US Coast Guard concerning issues pertaining to containers
• Process in and out gate transactions in the TOS and detecting any damages picked up on the OCR cameras

SUMMARY OF DUTIES:

Leads a team to ensure the success and safety of daily operations on the general cargo terminal. Responsible for ensuring that cargo is handled in an efficient, productive, and safe manner to satisfy customer requirements while making the best use of equipment, resources, and warehouse storage space available.

DESCRIPTION OF WORK: 

• Ensure that your team is provided with clear instructions each workday. Delegate tasks and assign work instructions in an equitable manner. Ensure that your team is both efficient and effective in supporting our customers’ needs.

SUMMARY OF DUTIES:

Provide senior-level professional engineering services for the planning, design, construction, repair, maintenance, and/or procurement of facilities and equipment for the waterfront and landslide terminals operated by the North Carolina State Ports Authority.

Expert level of knowledge and understanding of engineering concepts, practices, and theories used in the engineering specialty area and the ability to use it in practice. Thorough knowledge of internal organizational structure, business needs/objectives, budget, planning, legal/public relations considerations, and/or other related factors. Work is generally performed independently for projects with a high degree of complexity and scope.

DESCRIPTION OF WORK: 

• Assist the Vice President of Engineering and provide guidance to project managers on the selection of design firms (designers), and the negotiation of contracts with designers.
• Assist the Director of Engineering and provide guidance to project managers on the development of construction documents, the advertising and bidding of construction contracts, and the contract execution process.
• Coordinate construction related activities with designers and contractors, any outside consultants involved, the State Construction Office, internal and external customers, and any other organization with a valid interest in ongoing construction projects.
• Administer design and construction contracts and manage designers and contractors.
• Supervise the preparation contracts for the design and construction of new or modified facilities.

PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES:

• Position requires a Bachelor’s Degree in Engineering or Construction Management from an ABET (Accreditation Board for Engineering and Technology) accredited college or university, with eight plus years relevant construction / project management experience or equivalent education and experience required.
• License as a Professional Engineer in the State of North Carolina or the ability to be licensed within 12 months from the date of hire is a plus.
• Experience with marine terminals and/ or commercial ports preferred. Design experience is a plus.
• Must be able to manage several concurrent projects and follow project through completion about project schedules and budgets.
• Must be proficient in the use of business software, such as: word processing, spreadsheet, presentation, project management, and database applications.

• Perform a variety of duties at the semi-skilled level to maintain, repair, improve, and construct marine terminal buildings and systems, utilities, wharfs, rail systems, and grounds
• Operate heavy equipment, construction equipment, forklifts, vehicles, power tools, hand tools, hop equipment, etc
• Perform maintenance and repairs in these areas: carpentry, plumbing, electrical, utility, concrete forming and finishing, metal welding and fabrication, masonry, roofing, crane rail, fire protection, mechanical, and/or overhead work
• Take the lead in connecting and disconnecting water lines to hydrants. Able to read and calculate water distribution from attached meter

SUMMARY OF DUTIES:

Assist the Safety Director in leading, managing and driving continuous improvement of the occupational safety and health programs, policies, and culture. Lead efforts to identify any potential gaps in the safety program and to provide support for the effective implementation of safety corrective actions at each facility. Drive excellence in safety and environmental performance through development of innovative management systems that ensure safety and environmental regulatory compliance and effective implementation of safety and environmental programs at all North Carolina Ports’ facilities.

DESCRIPTION OF WORK: 

• Assist Safety Director to ensure that North Carolina Ports’ safety and environmental programs are effectively implemented, followed, maintained, and continuously improved.
• Perform internal audits and report findings according to the Port’s safety and environmental programs.
• Ensure compliance with all federal and state OSHA and environmental regulations.
• Develop safety and environmental training materials for use at port facilities.
• Provide standard safety training (Initial Power Industrial Truck (PIT) training, Mobile Elevated Work Platform (MEWP), Hazardous Waste and Emergency Response (HAZWOPER), Hazard Communication (HAZCOM), Lockout/Tagout, personal protection equipment, respirator use, incident investigation, etc.).
• Perform training at port facilities, related to audit findings, safety campaigns, and in accordance with regulatory requirements or in preparation for regulatory audits/inspections.
• Ensure adequate access to and use of appropriate personal protective equipment (PPE). Work with managers/supervisors to identify proper safeguards and PPE for positions and activities.
• Perform regular inspections of workplaces to ensure safe conditions for workers. Prepare appropriate notices for management to issue for abatement of any identified hazards.
• Provide safety recommendations with respect to equipment purchases, engineering controls, workspace planning, and work process planning.
• Administer and implement North Carolina Ports crane and reach stacker simulator technology program.
• Leads and conducts all post-incident reviews with employees and supervisors. Documents the results of the post-incident review process and implements necessary safety changes and updates to work processes/procedures.
• Leads Operational Employee Onboarding Program and conducts semi-annual audits of the onboarding training jackets for all employees enrolled in the program.
• Input and maintain records, collecting and organizing all data in the safety and environmental information systems, recording all incidents, accidents, investigations, and inspections in a timely and accurate manner.
• Ensure that incidents involving injuries and illnesses in the safety information system are recorded in the Occupational Safety and Health Administration (OSHA 300) log.
• Identify trends in safety and environmental data and Key Performance Indicators (KPIs), emphasizing leading and lagging indicators.
• Develop, draft, and recommend new safety and environmental procedures, forms, and other documentation as required.
• Develop and administer recognition systems to promote safe work performance.
• Research and keep current on federal and North Carolina OSHA and environmental regulations.

• Knowledge of current OSHA laws and regulations related to industrial environment. Familiar with ANSI standards and OSHA Marine Terminal Standards preferred.

• Position requires a Bachelor’s Degree in Engineering or Construction Management from an ABET (Accreditation Board for Engineering and Technology) accredited college or university, plus five years relevant construction / project management experience or equivalent education and experience required.
• Licensed as a Professional Engineer in the State of North Carolina or the ability to be licensed within 12 months from the date of hire is preferred.
• Experience with marine terminals and/ or commercial ports preferred. Design experience is a plus.
• Must be able to manage multiple concurrent projects and follow project through completion about project schedules and budgets.
• Must be proficient in the use of business software, such as: word processing, spreadsheet, presentation, project management, and database applications. Experience with computer- aided design software is a plus.
• Must have communication and interactive skills suitable for both the office and construction site environments.
• Strong communication skills, good technical writing, and excellent math skills are required.

WORKING CONDITIONS/PHYSICAL EFFORT:

Will spend most of work hours in normal office conditions, but will require frequent visits to construction sites, wetlands and undeveloped properties which may be difficult to access to conduct visits and inspections in adverse weather conditions. Must be able to obtain access to existing wharf and building facilities, roofs, and other areas not normally accessible to the public. May be required to access and use small boats for waterside berth inspections. Travel by motor vehicle is required. Attendance at out-of-town functions involving overnight stays may be required. SUMMARY OF DUTIES:

Perform duties that include controlling access points and patrolling NC Port facilities. Monitor the safety and security of facilities, personnel, and property. Enforce State and Federal Laws, as well as NC Port rules and regulations.

DESCRIPTION OF WORK:

• Respond to emergency calls and unusual situations; take the appropriate actions(s) to resolve.
• Investigate accidents, crimes, and violations of Federal, State, and NC Ports ordinances and laws to ensure compliance.
• Conduct patrols of NC Port terminal and vicinity. Check security of facilities and equipment. Check buildings for fire and security alarm or sprinkler system activation. Monitor any dock/ port activities that may include the handling of sensitive or pilferable cargo. Identify unsafe activities or conditions and coordinate appropriate corrective actions with the Squad SGT.
• Control and record vehicles and personnel entering and/ or leaving the NC Port facility as outlined in the Facility Security Plan (FSP).
• Check and screen persons, their belongings and vehicles entering the NC Port facility per FSP if needed.
• Check docks and piers upon docking or sailing of vessel for damage, proper location, and suspicious packages/ items. Complete the required documents as appropriate.
• Maintain various logs and records, including but not limited to: vehicle traffic on and off the terminal, weather, ship docking and sailing, unusual occurrences, and security incidents.
• Monitor facility security and dock/port activities via security camera system. Identify unsafe/ suspicious activities or conditions and coordinate appropriate corrective action with Squad Sgt.
• Issue permits, such as for hot work and fuel loading/bunkering, as needed.
• Required to be on call 24 hours per day.
• All other duties as assigned by management.

PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES:

• Position requires a high school diploma or equivalent.
• Current North Carolina Criminal Justice Education and Training Standards Commission General Certification, including firearms qualification.
• Can communicate clearly in both oral and written forms.
• General computer skills and basic knowledge of two-way radio operation.
• Be physically capable of performing duties of law enforcement officer, including physical security screenings of vehicles, and persons and their belongings.

SUMMARY OF DUTIES:

Safely and efficiently load and offload containers, trucks, and railcars on NC Ports general cargo terminal. Operate various cargo handling equipment to fulfill customer needs and requests.

DESCRIPTION OF WORK:

• Load and unload containers trucks or railcars in a safe and efficient manner as instructed by departmental leadership
• Participate in recouping activities, relocation of cargo, manual labor, or other special work assignments as required
• Assist the cargo supervisors and team leaders in the verification of cargo and identification of damaged units as instructed
• Operate all cargo handling equipment (such as large industrial forklifts, container handlers/reach stackers, yard trucks, etc) as required to accomplish cargo movements safely and effectively
• Responsible for clearing work areas of debris as it is generated
• Must possess knowledge of repetitive container, truck, and railcar loading patterns as well as cargo-specific stow patterns for effective warehousing/storage
• Perform physical inventories and investigate discrepancies, as required
• Perform equipment inspections or warehouse inspections, as required
• Participate in vessel operations, as assigned
• Work overtime as assigned, including nights, weekends, and holidays

WORKING CONDITIONS/PHYSICAL EFFORT:

At times, individual may be exposed to inclement weather, refrigerated environments, loud noise from machinery, proximity to machinery in operation, and fumes/odors from products that are handled at the Port. Must be physically able to lift up to 50 pounds and climb on and off equipment and/or climb ladders on railcars and buildings. Must be able to alternate between sitting and standing positions for prolonged periods.
